After overstaying his visa, Wen connected with North Korean officials who commissioned him to procure weapons for their government.

His arrest came in Ontario, California, where federal agents charged him with conspiring to breach federal prohibitions on weapon shipments.
Wen went to extraordinary lengths to support this mission.
He even attempted to acquire military uniforms to help disguise North Korean soldiers.

Receiving instructions from North Korean officials in China, Wen orchestrated the shipment of two containers filled with dangerous military weapons from Long Beach to North Korea via Hong Kong.
This dire breach of security was made under the guise of innocent shipments like refrigerator and camera parts.
“Once the straw purchasers gave WEN the firearms, he transported them to California, packed the firearms into a shipping container, and shipped the container to China, knowing that it would be transferred to North Korea,” the U.S. Justice Department said.
The FBI’s intervention led to the seizure of over 50,000 rounds of ammunition and critical military gear from his residence.
Among these seized items were a chemical threat identification device and a near-field detection device aimed for North Korean use, signaling the gravity of potential threats averted.
Prosecutors detailed how Wen exploited straw purchasers to buy firearms, send them to California, and smuggle them to North Korea.
These covert operations, occurring as recently as October and December of 2023, bring to light significant security risks and point to a need for tighter enforcement and surveillance.
“The conduct alleged in this complaint is chilling. One of our foreign adversaries, North Korea, was running an operative in our country and using that operative to obtain high-grade technology and military equipment, including firearms and ammunition. And the purpose of this allegedly was to help conduct an attack on one of our allies, South Korea,” commented U.S. Attorney Martin Estrada.
